A3.0 ALIEN DOCUMENTATION

A3.1 Alien Registration Receipt Card I-151

Issued by INS prior to June 1978, to lawful permanent resident aliens. There are numerous versions of this card because it was periodically revised. The INS has recalled this card. The expiration date was 3/20/96. This card is also commonly referred to as a "green card".

A3.2 Alien Registration Receipt Card (Resident Alien) I-551

Issued by INS after March 1977, to lawful permanent resident aliens. Although this card is no longer issued, it is valid indefinitely and is the replacement for the Form I-151. This version is white with a blue logo.

A3.2(a) Alien Registration Card (Conditional Resident Alien Card) I-551

Issued by INS after January 1987, to conditional Permanent Resident Aliens such as alien spouses of United States citizens or lawful Permanent Resident Aliens. It is similar to the I-551 issued to permanent resident aliens. Although this card is no longer issued, it is valid for 2 years from the date of admission or adjustment. The expiration date is stated on the back of the card. This version is white with a blue logo.

A3.2(b) Alien Registration Receipt Card (Resident Alien Card) I-551

Currently issued by INS to both conditional and lawful permanent resident aliens. Although it is similar to the previously issued I-551s, this card is valid for evidence of work eligibility only for a limited period of time: 2 years from the date of admission or adjustment for conditional permanent resident aliens; and, 10 years from issuance for lawful permanent resident aliens. The expiration date is stated on the front of the card. This version is rose-colored with a blue logo.

A3.3 Unexpired Foreign Passport with I-551 Stamp

In some cases, permanent resident status is granted at the U.S. border. The actual "green card" may take up to 6 months to receive.

A3.4 Temporary Resident Card I-688

Issued by INS to aliens granted temporary resident status under the Legalization or Special Agricultural Worker program. It is valid until the expiration date stated on the face of the card or on the sticker(s) placed on the back of the card. This card is no longer issued, but due to pending litigation there are still cards in circulation.

A3.5 Employment Authorization Card I-688A

Issued by INS to applicant for temporary resident status after their interview for Legalization or Special Agricultural Worker status. It is valid until expiration date stated on the face of the card or on the sticker(s) placed on the back of the card. This card is no longer issued but due to pending litigation there are still cards in circulation.

A3.5(a) Employment Authorization Card I-688B

Issued by INS to aliens granted temporary employment authorization in the US The expiration date is noted on the face of the card. This is known as the EAD. As, of January 1997, INS is phasing out this card. Holders of this card do not need to replace their current card with the new form I-766. This card will remain valid until the expiration date on the individual card.

Issued by INS, January 1997. This card looks like a credit card.

A3.7 I-94

The I-94 is the Arrival/Departure card for non-immigrants. It is the evidence of status for the individual and lists the terms of status. This small white card is stapled to a foreign passport of a non-immigrant upon entering the United States. The information shown on the card includes the date of entry, the visa type entered with, and the departure date.

A3.7(a) I-94W

Prior to arrival in the U.S., non-immigrants who do not have a visa and are entitled to the Visa Waiver Program are required to complete the I-94W form. This form is generally completed in transit to the U.S. These individuals must be a resident of a participating country. A list of participating countries can be found in Section A2. An example is of the I-94W is shown below.

A3.7(b) I-94\Visa

A visa is permission granted by the Dept. of State to present oneself at the border of the U.S. It is not a guarantee of entry. The I-94 indicates under what status the visa holder is allowed (by INS) to enter the U.S. This visa status along with appropriate documentation (i.e., DS-2019, I-20) is used to determine payment eligibility. The visa/passport should not be used for payment eligibility.  The visa indicates the number of times the visa holder is allowed to enter the United States as well as the issuance and expiration dates.

A3.8 I-20 Identification

The Form I-94 for F-1 nonimmigrant students must be accompanied by an I-20 Student ID endorsed with employment authorization by the Designated School Official for off-campus employment or curriculum practical training. INS will issue Form I-688B (Employment Authorization Document) to all students (F-1 and M-1) authorized for any off campus employment including optional practical training period.

A3.9 Certificate of Eligibility for Exchange Visitor (J-1) DS-2019 (Formerly IAP-66)

The Certificate of Eligibility for Exchange Visitor (a.k.a. DS-2019) is the form used to apply for J-1 visas for visiting scholars or students. UCLA is known as the sponsor of the visa. The original DS-2019 or change in status should have an INS approval stamp in box 6, "I.N.S. Use". UCLA has authority to approve this form for extension of work authorization and a sponsor transfer. Remember: to maintain work authorization, the individual must reapply prior to the expiration date on the form.

A3.10 Notice of Action - H1, O, & P Visa example

The Immigration and Naturalization Service issues Notice of Actions for visa types H, O, & P and approved change of status. Remember that H1, O, & P visas holders may only be employed by the sponsoring institution. The sponsor is noted on the Notice of Action.

This is not a work authorization.  This is approval to adjust status.  Individual would also need an EAD card until they receive approval of legal permanent resident or an I-551 stamp in passport

A3.11 Miscellaneous Documents

A3.11(a) Border Crossing Card

Form I-185 (BCC), and its former version Form I-186, offer the same privileges as the B-1/B-2 visa. Possession of the BCC allows access to the area within 25 miles of the border for periods not to exceed 72 hours without the need for further documentation upon each entry. With the issuance of other documentation, the BBC allows travel to all parts of the United States without the need to obtain a nonimmigrant visa and passport.

Form I-185 (CBCC) is issued to Canadian citizens or lawful permanent residents of Canada having a common nationality with Canada and is intended to facilitate the entry of those individuals into the United States.

Your employee should return to our office at 1241 S. Soto Street, East Los Angeles, California between March 02, 1998 and March 31, 1998 with this letter to have the extension sticker affixed to the card.
