EDB MANUAL, SECTION D - STAFF ACTIONS

D6.0 ADDL - ADDITIONAL EMPLOYMENT/INCREASE/DECREASE APPT. PERCENT BUNDLE


The additional employment bundle should be used to add employment and/or increase or decrease appointment percent. For example, adding additional appointments for a part-time employee, adding Dual Employment for full-time employees, and adding a Stipend appointment.

Part-time Employees:

Part-time employees may accept additional employment in the same department or in a different department provided the sum of all appointments does not exceed 100%.

When an employee has an existing appointment and accepts additional employment in the same or different department, all appointments must be evaluated in its entirety to determine whether the combined appointments will provide additional benefits or entitlements to the employee. Listed below are things to consider when additional employment is added to an employee's existing appointment and/or when an employee’s appointment percent increases:

Full-time Employees:

Full-time employees may be considered for additional employment by exception. This type of employment is considered Dual Employment. A Campus “Request for Dual Employment” form or a Healthcare “Request for Dual Employment” form must be completed by the department(s) and submitted to Campus or Healthcare HR for review and approval before a salary commitment is made to the employee and the Dual Employment appointment established on EDB. Refer to the personnel policies and bargaining agreements on overtime and the PTR Manual, Section E1.0.

Data Entry:

All fields that should be considered for data entry are included in the grids on the following pages along with comments specific to Additional Employment. Many fields were fully defined in the New Hire bundle. Always review existing appointment(s) and distribution(s) and update data as appropriate. Add new appointments and distributions as necessary to add the additional employment.

EAPP - Appointments/Distributions
Field Data Information
EXISTING Appointment and Distribution(s)
Appt % Full Time Review existing appointment and distribution. If the additional employment results in the combined appointments exceeding 100% and a "Request for Dual Employment" form has been approved by Campus Human Resources, the existing percent of full time can remain the same.
Distribution % If the additional employment results in the combined appointments and distributions exceeding 100% and a "Request for Dual Employment" form has been approved by Campus Human Resources, the existing distribution percent can remain the same.
Pay Begin If the existing distribution percent is changing, enter the begin date of the change.
Pay End Enter a pay end date as necessary to comply with the conditions of the appointment.
ADD or COPY a new appointment
Actions Enter the action code for additional employment.

Refer to the Personnel Action Code chart.
Type Enter the Appointment Type code that represents the terms and conditions of the added appointment, e.g., the begin and end dates, and the percent of time. If Dual Employment, enter 3. If a Stipend appointment, enter 3. 

Refer to the Data Information on Type in the New Hire bundle, Section D2.2 for the definitions of appointment type.
Bas Refer to the Data Information for Basis in the New Hire bundle Section D2.2.
Appt Begin Enter the date on which the added appointment begins. The appointment begin and end date and appointment percent of time must be consistent with the appointment type, e.g., limited or casual restricted. If Dual Employment, enter the begin date as approved on the request form.   If Stipend appointment, enter the begin date as approved.
Appt End If the appointment is considered to be indefinite with no predetermined end date, enter 999999. Otherwise, enter the date on which the added appointment is expected to end. The appointment begin and end date and appointment percent of time must be consistent with the appointment type, e.g., limited or casual restricted. If Dual Employment, enter the end date as approved on the request form.   If Stipend appointment, enter the end date as approved.
Dur Enter an "I" for appointments that are considered to be indefinite with no predetermined end date. Leave blank for appointments with predetermined end dates. The appointment begin and end dates and appointment percent of time must be consistent with the appointment type. Refer to the Data Information on Type in the New Hire bundle Section D2.2 for definition of career and limited appointments.
Title Enter the classification title code for the added appointment.
Grade Enter the new grade if appropriate. Otherwise, leave blank.
% Full Enter the percentage of time of the added appointment. The appointment percent of time and the appointment begin and end date must be consistent with the appointment type, e.g., limited and casual/restricted.  The appointment percent should equal the total percent of the associated distribution(s).  For employees exempt from overtime with appointments set up to pay By Agreement amounts or fixed Dual Employment amounts, enter the percentage of time as 0.00.
F/V Enter the code representing whether the amount of time to be worked in the added appointment is fixed or variable. If the added title is designated as Exempt as indicated in the Title & Pay Plan, the code must be "F".  For Dual Employment: If the employee’s primary position is exempt from overtime, then the Dual Employment appointment must be coded “F”.
Rt Enter the code that represents the nature of the rate of pay for the added appointment. For Dual Employment: Enter “H” if the employee receives overtime payment based on hours worked or, enter “B” if the employee’s primary position is exempt from overtime and the employee receives a fixed dollar amount each pay period for the Dual Employment.
Sch Enter a pay schedule code that will be consistent with all existing appointments as an employee can only have one (1) pay schedule. If Dual Employment, enter the pay schedule of the primary appointment.
Time Enter a time code that represents the method of reporting time resulting from the additional employment. The time code must be consistent with the (S) (Sub) field code on the associated distribution. If Dual Employment, enter Z.
Lv Enter the leave accrual code resulting from the additional employment. The total percent of all appointments must taken into consideration when determining the leave accrual code except for Dual Employment. If Dual Employment or Stipend, enter N. Refer to the chart in Section D13.0 for the guidelines in assigning the leave accrual code.
ADD or COPY a new distribution(s)
Actions If actions are being processed at this level that are not derived, enter an action code as applicable to the change. Refer to the Personnel Action Code chart.
L/Acct/CC/Fund/Project/S Enter the full accounting unit of the additional employment.
Dist % Enter the anticipated percent of time which is chargeable to the full accounting unit resulting from the additional employment. The total distribution percent must equal the associated appointment percent.
Pay Begin Enter the date on which the salary begins for the distribution.
Pay End If the additional employment is considered to be indefinite with no predetermined end date, enter 999999. Otherwise, enter the date on which pay is expected to end due to account/fund activity or expiration of the Dual Employment or Stipend.
Step Enter the new step resulting from the personnel action if appropriate. If you copied from an existing distribution and no step is needed for the new distribution, enter an asterisk (*) to delete any existing step.
O/A Refer to the Data Information on O/A in the New Hire bundle section.
Rate/Amount Enter the monthly or hourly rate reflecting the salary for the additional employment. If the Dual Employment is for an employee whose full-time positions are in a class non-exempt from premium overtime, enter the approved hourly rate. If the Dual Employment is for an employee whose full-time positions are in a class exempt from premium overtime, enter the fixed dollar amount approved on the "Request for Dual Employment" form.
DOS Enter REG for a regular pay distribution.  If Dual Employment, enter DES, DEP, or DEE. For Stipend  appointments, enter the DOS code indicated on the notice of approval.  Refer to the DOS code table for additional DOS codes appropriate for the type of pay for the distribution.  Refer to the PTR Manual, Section E1.0 for further clarifications regarding Dual Employment.
PRQ Refer to the Data Information in the New Hire bundle.
WSP If the employee's pay is partially funded by the Work Study Program, enter the code that represents the type of work study program.
Press Enter and then "F11" to advance to the next screen.

 

EPER - Personnel-Miscellaneous
Field Data Information
Assigned BELI If the additional employment combined with the existing employment conditions qualifies for a change in the existing assigned BELI, enter the BELI code for which the employee qualifies as a result of the additional employment. Otherwise, do not change the existing assigned BELI code. Refer to Benefits Section E4.0 for eligibility requirements.

Provide the employee with the appropriate forms to complete for enrollment in or cancellation from health and welfare plans resulting from any change in the assigned BELI code. If a change in the assigned BELI code resulted in the employee being eligible to enroll in benefits, the employee must enroll within the Period of Initial Eligibility (PIE).

When the employee selects their choice of benefits, use the Benefits (BENE) bundle to update the EDB. If the change in the Assigned BELI code resulted in the employee losing benefits, the employee must be provided with a COBRA packet and the benefits canceled.
Effective Date If there is a reassignment of the Assigned BELI, enter the effective date.

Refer to the Data Information in the New Hire bundle, Section D2.2.
Employee Relations Code Refer to the chart in Section D14.0 for the definition and use of the employee relations code.
Next Salary Review Date Review all appointments and enter the Next Salary Review Date for which the employee is next eligible. If the employee is not eligible for a next salary review in any appointment, leave blank. Refer to Section D16.0 for salary review date guidelines.

If a salary review date is present and the additional employment qualifies for a different salary review date, enter the earliest salary review date for which the employee is next eligible.
Next Salary Review Type Enter the code that represents the type of salary increase for which the employee is next eligible in any appointment. If the employee is not eligible for a next salary review, enter a code of 5. Refer to Section D16.0 for salary review date guidelines.
Press Enter and then "F11" to advance to the next screen.

Update these fields as appropriate. If the additional employment is in a different department, the employee may want to change his/her Campus Address information. If a change is made, and the employee has Direct Deposit, the Surepay Advice statements will be sent to the updated address. Refer to the Information in the New Hire bundle.

EPD1 - Employee Personal Data - 1
Field Data Information
Student Status Enter the code that represents the employee's current student status with the University of California. University Extension does not apply.
No. of Reg. Units If employee is a registered student, enter the number of units for which the student is registered with the University of California.
Press Enter and then "F11" to advance to the next screen.

 

ERET - Retirement Information
Field Data Information
Retirement System Code
FICA/Medicare Code

 

Data should not be entered into these fields. The system will derive the retirement and FICA codes based on the:
  • Citizenship Code
  • Visa Type Code
  • UC Student Status Code
  • Date of Hire
  • Retirement System Code
  • Number of Registered Units
  • Retirement/FICA Derivation Indicator
  • Appointment Begin Date
  • Appointment End Date
  • Title Code
  • Appointment Percent
  • Time Reporting Code
  • DOS Code
Refer to Benefits Section E2.0 for detailed information regarding coding.
Press Enter and then "F9" to begin the update process

 

Post Authorization Notification
Notification Preparation Screen
For Dual Employment, enter the name and date the central HR Compensation Analyst approved and signed the "Request for Dual Employment" form.

For Stipend appointments, enter the name and date the HR office approved the stipend.

For increases and decreases of appointment percent, include a statement as to any benefit entitlements provided to the employee as a result of the changes.
Press Enter and then press "F10" to add additional recipients of the PAN (if necessary).  Then press "F9" again to complete the action and update the EDB record.


An IDOC should be printed and given to the employee.
